Histadrut Blocks Government Offices in Jerusalem Over Workers’ Parking and Commute Conditions

The Histadrut labor union blocked entrances to several government offices in Jerusalem on Tuesday morning by parking vehicles to prevent access. The blockade affected key ministries including Health, Welfare, and National Insurance. This is the first action taken by the union since declaring a labor dispute in Jerusalem in June. Danny Bonfil, head of the Histadrut’s Jerusalem branch, told Calcalist that the next step would be a complete shutdown of the Finance Ministry.

The dispute centers on what the union describes as impossible working conditions for employees who commute by car to three main areas: Migdaley HaBira, Givat Shaul, and Talpiot. Bonfil explained that workers face severe parking shortages and worsening traffic congestion, which causes long delays, reduces effective wages, and harms work-life balance. The union demands include an additional remote workday beyond the current entitlement, a 600 shekel pay supplement for employees who commute without a car, and installation of time clocks at parking exits to monitor delays that can reach 45 minutes.

Despite repeated appeals over the past year and a half, the union says the government has not offered sufficient solutions or shown genuine willingness to address the problem. The Finance Ministry responded by condemning the blockade as illegal, accusing Bonfil and union leaders of disrupting thousands of workers’ access to their jobs and violating labor rights. Police intervened to restore order. The ministry acknowledged ongoing wage negotiations with the Histadrut but criticized Bonfil for acting prematurely.

The standoff highlights growing tensions over commuting conditions for government employees in Jerusalem and signals potential escalation if demands are not met.
