In response to a fatal attack that claimed the lives of two IDF soldiers, the Hebron Regional Council announced plans to establish two new community settlements and six agricultural farms in the Hebron Hills. The initiative, which includes eight new settlement points, is being promoted with the backing of the Defense Ministry's Settlement Division and the Amanah movement. The council stated the program aims to deepen the hold on the land, create settlement continuity, preserve state lands, and enhance security in open areas and on roads.

The two new community settlements will be named Migdal, located between Negohot and Eshkolot, and Nofei Golot, situated between Otniel and Afika. Alongside these, six new agricultural farms will be established across the region. Specific farm locations include Mitzpe Tzur near Telem, close to the attack site; Noy Farm between Carmei Yehuda and Adora; Lev Amit Farm between the new settlement of Makda and Adora; Eshal Farm between Negohot and Eshkolot, near the planned Migdal settlement; Lem'an Achai Farm between Otniel and Shmaya; and Mitzpe Or Farm between Carmel and the nature reserve in the Judean Desert.

Head of the Hebron Regional Council, Eliram Azulai, stated, "Terror seeks to cut off lives, instill fear, and undermine our hold on the homeland, but our historical and Zionist response is being written on the ground. We will not retreat or fold." He added, "Out of the immense pain and shattering loss of our heroic soldiers, we choose life and deepen our roots. The establishment of the two settlements and six farms is a clear statement: we are here to stay, to build, and to grow."

Azulai expressed gratitude to the involved parties, including the Settlement Division, the Prime Minister, the Defense Minister, and the Amanah movement, for their swift mobilization and full support for this significant settlement endeavor.
