Tel Aviv-Yafo Municipality issued approximately 2.54 million parking and public transport lane violation tickets between the start of 2024 and mid-2026, collecting about 573 million shekels. These figures were released by the municipality in response to a freedom of information request filed by The Movement for Freedom of Information.

The data also revealed that a significant number of appeals were successful, with about 37% of approximately 408,000 requests for ticket cancellations resulting in the ticket being voided. The success rate of appeals varied considerably by offense type. For parking in a designated spot without payment, 58% of appeals were granted. For violations in public transport lanes, 45% of appeals were successful. In contrast, only 26% of appeals for parking on sidewalks were approved, and 17% for double parking or parking in crosswalks were successful.

Violations in public transport lanes accounted for a substantial portion of the revenue. During the period, about 634,000 such tickets were issued, generating approximately 251 million shekels. These tickets represented a quarter of all parking and public transport lane violations but contributed about 44% of the total collected amount.

Comparing 2024 and 2025, the municipality saw a decrease in parking tickets, falling by 5.9% from about 840,000 to 791,000. Conversely, public transport lane violations increased by 11.6%, from about 255,000 to 285,000.

Within parking offenses, double parking tickets surged by 46%, and tickets for parking in disabled spots or reserved vehicle spots rose by 31%. However, tickets for parking against a preferred parking sign dropped by 41%. The municipality also issued more warning tickets, nearly tripling from 2,176 in 2024 to 6,098 in 2025, primarily for non-payment of parking fees and violations of preferred parking signs.

Violations involving bicycles and electric scooters also increased, with active tickets rising by 18% from 2024 to 2025. The original value of fines for these offenses increased by a sharper 40%, from 17 million shekels to 23.7 million shekels. Between early 2020 and mid-2026, 7,001 individuals or companies accumulated over 50 tickets each, with 2,036 individuals or companies receiving more than 20 public transport lane violation tickets each.
