Carrefour Exits Israeli "Basket of the Nation" Initiative, Forfeits $6.7M State Funding

Carrefour Israel has decided not to extend its participation in the Ministry of Economy's "Basket of the Nation" initiative, opting out of a six-month contract extension and forfeiting NIS 25 million (approximately $6.7 million) in state funding for its marketing campaign. The retail chain's decision, effective mid-October, signals a significant setback for Economy Minister Nir Barkat's efforts to lower consumer prices.

The withdrawal comes amid internal changes at Carrefour Israel, including a leadership transition and preparations for a November IPO on the Tel Aviv Stock Exchange. The company's second-quarter financial reports revealed a sharp decline in same-store sales, suggesting the "Basket of the Nation" initiative had minimal impact on Carrefour's performance. A study indicated that while basket items were discounted, dozens of other product categories saw price increases within the chain.

The "Basket of the Nation" initiative, launched in April, faced criticism from its inception. Industry leaders had expressed skepticism, with one CEO calling participation "suicidal." Carrefour was the sole bidder for the tender after other major supermarket chains boycotted it. The program's implementation was also marred by restrictions, including a two-item limit per product and a reduced number of participating stores.

This initiative represents another failed attempt by Minister Barkat to implement price reduction strategies during his tenure. Previous efforts, such as public "blacklists" of companies raising prices and proposed legislation for price-tagging, have not materialized. While Barkat has pursued deregulation of imports, its benefits to consumers have yet to be fully realized, with potential upcoming increases in testing fees by the Standards Institution threatening to drive up prices on certain goods.
