German Shipping Giant and Israeli Fund Improve Offer for Zim

German shipping company Hapag-Lloyd and Israeli investment fund PIM have submitted a significantly improved offer to the Israeli government for the acquisition of Zim Integrated Shipping Services. The revised proposal aims to address concerns raised by Israeli authorities, including security officials, and bolster Israel's maritime independence and supply chain resilience.

Under the updated terms, Zim Israel would operate as an independent, Israeli-owned and managed shipping company, retaining its own fleet and professional ship management capabilities within Israel. A key change is the commitment to operate a direct shipping line to Asia and the Far East, in addition to planned routes across the Atlantic and Mediterranean.

The companies have also proposed enhancing the state's "golden share" powers, granting the government greater control over changes in Zim Israel's ownership and its fleet, particularly during emergencies, to prevent foreign interference.

The revised offer includes adjustments to staffing and professional operations, ensuring that qualified Zim employees handling cargo to and from Israel remain with Zim Israel. Existing ship management capabilities will be transferred to the Israeli entity. Furthermore, Hapag-Lloyd and PIM pledge to substantially increase the number of Israeli sailors in the coming years, alongside investments in maritime education and training.

Zim Israel will maintain ownership of a core fleet of container ships while gaining access to Hapag-Lloyd's global container fleet through a long-term commercial agreement. This is intended to increase capacity for refrigerated and other essential cargo transport to and from Israel. Zim Israel's maritime operations will be independent, including a separate IT system inaccessible to third parties like Hapag-Lloyd.

The proposal also outlines arrangements for Zim employees in Israel, including financial incentives and a 10-year safety net for veteran workers. Hapag-Lloyd CEO Rolf Habben Jansen stated that the companies "listened carefully to the State of Israel's position and developed significant improvements to the offer," aiming to establish a strong, financially resilient Israeli shipping company for both routine and emergency needs. Hapag-Lloyd has maintained a weekly service to Israeli ports since October 7, 2023, even during severe security disruptions.
