Holon Shuts Homeless Services, Burdening Neighboring Cities
The city of Holon has closed its dedicated unit for the homeless, a move that has left vulnerable residents without essential services and shifted the burden to neighboring municipalities. The unit, established in March 2021, was reportedly shut down on January 1, 2026, by order of Mayor Shai Kanan, who took office in March 2024. Sources suggest the mayor believes that by not providing services, the homeless population will simply disappear from Holon.
This decision has created significant challenges for outreach workers. Niche Jazmot, manager of a women's shelter in Tel Aviv, recounted her inability to find temporary housing for a 36-year-old Holon resident who had attempted suicide and was awaiting placement in a long-term treatment facility. Jazmot faced bureaucratic obstacles when trying to arrange a two-week stay for the woman in Tel Aviv, with city officials citing budget deficits and the closure of the homeless services department.
Experts and social workers criticize Holon's approach, warning that it endangers the homeless population and creates a public health crisis. Dana Levi of Physicians for Human Rights highlighted the severe health implications of closing such units, which serve as a crucial link to medical care for individuals often suffering from complex physical, mental, and addiction issues. Liahi Tonik, manager of a men's shelter in Tel Aviv, noted an increase in homeless individuals from Holon seeking assistance, with no local contact point for information or support.
The Ministry of Labor, Social Affairs and Social Services condemned Holon's actions, stating that local authorities are legally obligated to provide welfare services to all residents, including the homeless. The ministry emphasized that neglecting this population not only exposes them to suffering and risk but also harms community resilience and quality of life for all residents. The ministry provides funding for such services, and mayors who refuse to provide care are damaging the prospects of the homeless and the urban fabric.
The city of Holon has not yet responded to repeated requests for comment regarding the closure of the homeless unit and the allegations.
