UK, France, Canada Ban Settlement Goods; Israel Closes British Consulate

The United Kingdom announced in Parliament that it will ban imports from Israeli settlements in the West Bank and implement further measures against those involved in their expansion. This move, alongside a joint statement from 11 other nations including France and Canada signaling potential trade restrictions, comes amid ongoing settlement tenders in the E1 area and rising violence in the West Bank. In response, Israel announced it would close the British Consulate in Jerusalem.

British Foreign Secretary Ed Miliband framed the UK's actions as necessary to prevent the "destruction of the two-state solution." The joint declaration by the UK, France, and Canada specifically commits to banning settlement goods and imposing targeted measures against individuals profiting from or enabling settlement expansion. While 12 countries signed the statement, not all have committed to identical actions. Britain, France, and Canada have explicitly pledged national measures, while others are actively considering them.

Miliband detailed that the UK's package extends beyond import bans, establishing a new sanctions regime against companies and individuals providing services for settlement expansion. The UK also intends to prohibit the advertising and marketing of settlement real estate and will reject export licenses for arms that "materially contribute to the continuation of the occupation." Miliband emphasized that trade with Israel within the "Green Line" will continue and that the UK opposes the BDS campaign. The required legislation is expected within six to nine months.

Immediate sanctions were also imposed on four individuals, Baruch Marzel, Bentzi Gopstein, Meir Ettinger, and Eliyav Libi, whom Britain accuses of supporting, inciting, or being involved in violence against Palestinians. These sanctions include asset freezes and entry bans to the UK. Miliband also declared a shift in London's official stance, stating that while settlements were previously deemed illegal, the occupation itself is now considered unlawful, referencing the 2024 International Court of Justice advisory opinion.

Israel's Foreign Minister Gabi Ashkenazi, in coordination with Prime Minister Benjamin Netanyahu, announced retaliatory measures: closing the British Consulate in Jerusalem, expelling British representatives from the International Coordination Center for Gaza, halting British training for Palestinian Authority security forces, and barring entry for 12 British public figures and citizens, including former Labour leader Jeremy Corbyn. Ashkenazi called the British move "morally distorted" and a "blatant interference" in Israel's internal affairs and election system, dismissing concerns about E1 as based on outdated information.

U.S. Secretary of State Marco Rubio stated that Washington would not follow suit, expressing concern that such actions could further destabilize the West Bank. While the economic impact of the bans is expected to be limited, given that settlement exports constitute a small fraction of Israel's total exports, the move carries significant political and symbolic weight. The UK's decision follows earlier reports of pressure on other European nations and concerns within Britain about potential damage to its relationship with the United States.
