Hapoel Jerusalem has firmly denied reports that it was excluded from the next phase of the EuroLeague franchise licensing process. The club clarified that it remains a serious candidate for a long-term permanent license as the league prepares to expand to 24 teams in the 2027/28 season. Earlier this week, the club submitted an initial framework proposal and plans to present a binding offer in the coming days, working closely with EuroLeague CEO Jordi Bertomeu. Owner Matan Adelson emphasized the club's strong financial backing and strategic vision, stating, "We intend to present a very strong proposal both economically and strategically, confident it will convince the EuroLeague board."

The EuroLeague is undergoing a major structural change, increasing from 18 to 24 teams, with 21 clubs receiving permanent licenses that guarantee revenue sharing. Thirteen current shareholder clubs, including Maccabi Tel Aviv, have secured their spots, while eight new licenses are contested by clubs such as Roma, Napoli, London Lions, and PAOK Thessaloniki. Hapoel Tel Aviv advanced to the next stage, but reports indicated Jerusalem was initially placed on a waiting list alongside Besiktas and some Russian teams. The licensing process involves a significant financial leap, with entry fees nearing 700 million euros and total investments expected to exceed 3.2 billion euros over five years. The final vote on license recipients will take place in late September 2026. Hapoel Jerusalem remains confident that Adelson's financial support will secure their permanent place among Europe's basketball elite.
