  • Real estate cancellations in Israel rose 41% to 1,821 in August 2024 from January.
  • Two-thirds of cancellations are due to buyers' financial difficulties, including mortgage denials.
  • Southern Israel leads with 475 cancellations between 2023 and 2025, many with minimal upfront payments.
  • Luxury property cancellations in Tel Aviv also occur, sometimes with no payment before cancellation.
  • Typical cancellation penalties are 10% of the property price but often reduced or waived by sellers.
  • Some buyers have paid over 200,000 shekels in cancellation fees; one Tel Aviv case reached nearly 500,000 shekels.

In June, the Israeli Ministry of Finance's Chief Economist Department reported a sharp rise in real estate transaction cancellations, with 1,821 cancellations recorded in August 2024, a 41% increase from January's 1,294. Galit Ben-Naim, Deputy Chief Economist, highlighted that many buyers cancel deals due to financial difficulties, including mortgage denials and inability to fund purchases. The southern region leads cancellations with 475 cases between 2023 and 2025, where about two-thirds of cancellations were attributed to economic hardship. In roughly one-third of southern cancellations, buyers paid nothing before canceling, and half paid only minimal amounts, often tens of thousands of shekels. Ben-Naim noted that cancellations are not limited to peripheral areas; luxury property deals in Tel Aviv have also been canceled for similar financial reasons, sometimes with no payment made before cancellation.

Regarding cancellation costs, purchase contracts typically include a 10% penalty fee based on the property's price, potentially amounting to hundreds of thousands of shekels. However, many cancellation agreements feature "beyond the letter of the law" clauses where sellers waive or reduce compensation. In the south, average compensation paid was about 20,000 shekels, though this average is lowered by cases with full waivers. Some buyers have paid over 200,000 shekels, with one Tel Aviv case reaching nearly 500,000 shekels in penalties. Ben-Naim's analysis underscores the financial risks buyers face when withdrawing from property deals amid tightening financing conditions in Israel's real estate market.
