Israel Mandates Graphic Health Warnings Covering 75% of Tobacco Packaging from August 2026

Starting Sunday, August 2, 2026, all smoking products sold in Israel will be required to display graphic health warnings covering 75% of their packaging. This new regulation applies to cigarettes, electronic cigarettes, hookahs, rolling tobacco, and nicotine pouches. The warnings will include images illustrating the harms of smoking, accompanied by information about smoking-related damage and referrals to cessation services. The remaining packaging area will be in a uniform color (Pantone 448C) without any brand logos or commercial designs.

This policy aligns with similar measures implemented in approximately 140 countries worldwide and aims to increase public awareness of smoking dangers, particularly to deter young people from starting to smoke. According to the Israel Cancer Association, over 12,000 people die annually in Israel from smoking-related diseases, and about 76% of smokers express a desire to quit. Public opinion polls indicate strong support among Israelis for graphic warnings on cigarette packs.

Under the new law, marketing smoking products without the mandated warnings will be considered a criminal offense. Companies and importers violating the rules may face fines up to 452,000 shekels, while private businesses could be fined up to 226,000 shekels. The legislation represents a significant step in Israel's public health efforts to reduce smoking prevalence and its associated health burdens.
