Israel Mandates Graphic Health Warnings on All Tobacco Products Starting Sunday

Starting Sunday, Israel will require all tobacco product packaging to display graphic health warnings illustrating the dangers of smoking, joining approximately 140 countries with similar regulations. The Cancer Association highlighted that this policy, already in place for about 66% of the global population, is one of the most effective tools for deterring smoking and raising awareness of its harms. The legislation, which took over two decades to pass, mandates that these warnings cover 75% of the packaging surface and include scientific information alongside a referral to the national quitline and health funds. The remaining packaging will be in a dark brownish-olive color, considered the "world's ugliest color," with no branding or logos, a standard implemented in Israel since 2020.

The law applies to all tobacco products, including cigarettes, electronic cigarettes, hookahs, rolling tobacco, and nicotine pouches. Marketing tobacco products without these graphic warnings will be a criminal offense, with fines reaching up to 452,000 shekels for corporations and 226,000 shekels for private businesses. The Ministry of Health developed the warnings with cultural and religious sensitivities in mind, collaborating with anti-smoking organizations such as the Cancer Association. This move aligns with Israel's commitments under the World Health Organization's Framework Convention on Tobacco Control, which Israel signed in 2003 and ratified in 2005.

Moshe Bar-Chaim, CEO of the Cancer Association, called the implementation a "dramatic and pivotal milestone," emphasizing that the images create an immediate connection between the product and its health risks, potentially saving lives. He expressed concern about rising smoking rates among youth, particularly with electronic cigarettes and nicotine pouches, and urged stricter enforcement of public smoking bans, increased taxation, continued advertising restrictions, and a total ban on flavored tobacco products.

According to the Cancer Association, smoking causes over 12,386 deaths annually in Israel, more than 1,000 each month. A recent survey showed 84% public support for graphic warnings, with 57% of 16-24-year-olds viewing the measure as important. Smoking rates in Israel are currently 24% for regular cigarettes, 15% for e-cigarettes, and 15% for hookah, with increases noted in cigar and nicotine pouch use. The survey also found that 76% of smokers want to quit, and 72% regret starting. Support for higher cigarette taxes stands at 55%, rising to 63% among non-smokers. The survey was conducted in May 2026 by Ipsos with a representative sample of 565 adults, including 20% from the Arab sector.
