The Tel Aviv municipality is preparing to install a new technological system designed to identify and fine drivers who honk their horns unnecessarily. The enforcement is slated to begin in early 2027 across 11 designated locations within the city. These sites were selected based on factors such as pedestrian traffic, area centrality, resident population, major traffic routes, and public complaints, in consultation with the Environmental Quality Authority.
This initiative follows a revision to the municipal bylaw on noise prevention and a fine offenses order, approved by the Tel Aviv-Yafo municipality's finance committee approximately five months ago. This amendment designates unnecessary honking as a finable offense, with the vehicle owner held responsible. The municipality has announced significant progress, with the "Noise" company winning the tender for the enforcement system.
Fines will range from 250 shekels for a first offense by a private driver, increasing to 500 shekels for repeat offenses. For vehicles registered to corporations, the fines will be 500 shekels for a first offense and 1,000 shekels for subsequent offenses. The registered owner of the vehicle, as per Ministry of Transport records, will be liable for payment.
The system will utilize a microphone array to pinpoint the source of the honking, coupled with video cameras to identify the vehicle. The data will then be reviewed by a municipal inspector who will confirm the offense and issue a ticket if necessary. Deputy Mayor Lahavi stated that the move aims to shift urban priorities towards pedestrians, cyclists, and residents, emphasizing that honking is detrimental to health and concentration, particularly for those dealing with trauma.
Lahavi also noted that the initiative originated about a decade ago with a resident group called "Tzefira." While a regulation against unnecessary honking already existed, the municipality lacked the technological means for enforcement. Advances in technology have now enabled the project, which has undergone extensive legal and technological development before reaching the implementation stage.
