Tel Aviv-Yafo Municipality is set to implement a new technological system to identify and fine drivers who use their car horns unnecessarily. The system, which will begin enforcement in the first quarter of 2027, will be installed at 11 locations across the city. These locations were chosen based on factors such as pedestrian traffic, resident population, and proximity to major thoroughfares, following consultation with the Environmental Quality Authority.
The initiative aims to combat noise pollution and reduce superfluous honking in public spaces. Fines will vary depending on whether the vehicle is registered to an individual or a corporation, and whether it is a first-time or repeat offense. Individuals will face a NIS 250 fine for a first offense and NIS 500 for subsequent offenses. For corporations, the fines will be NIS 500 for a first offense and NIS 1,000 for repeat offenses. Enforcement will target the registered vehicle owner as per Ministry of Transportation records.
The technology combines microphones and video cameras to detect horn use, pinpoint its source, and identify the offending vehicle through video footage. A municipal inspector will review the data and circumstances before issuing a ticket, meaning the system's detection does not automatically result in a fine.
Deputy Mayor Meital Lehavi stated that horns are safety devices, not tools for expressing emotion, and that traffic jams are not emergencies. She emphasized that unnecessary honking harms health and concentration, and is more than a nuisance to many residents. Lehavi noted that she began promoting the project a decade ago with a resident group called "Tzfirah," and that technological advancements have enabled its legal and practical implementation. Tel Aviv-Yafo will deploy more monitoring points than any other city in Israel.
Dr. Davi Dishtnik, Deputy Mayor and Chairman of the Tender Committee, described the system as a technological solution to a daily nuisance impacting quality of life, enabling targeted enforcement against unnecessary honking. Tel Aviv-Yafo joins other Israeli municipalities like Petah Tikva, Kiryat Ono, and Netanya in adopting technological measures against excessive horn use. Ramat Gan also plans to install six enforcement cameras with a fine of NIS 730.
