Israel's Supreme Court has temporarily halted a new communications law, known as the "Broadcasting Law," due to alleged flaws in its legislative process. The court issued an interim order freezing the law's implementation and a conditional order demanding explanations for its potential cancellation. The law, championed by Communications Minister Shlomo Karai, introduces a new regulator, mandates original productions, opens sports broadcasting to competition, and cuts the public broadcaster's budget. The Supreme Court will first address the procedural issues before considering the law's substance.

Israel's Supreme Court has issued an interim order freezing the implementation of the "Broadcasting Law," a significant communications reform initiated by Minister of Communications Shlomo Karai. The court also issued a conditional order demanding that the Knesset, government, and the minister explain why the law should not be entirely canceled due to alleged procedural flaws during its legislative process.

The judges, Yitzhak Amit, Alex Stein, and Yechiel Kasher, noted that while the government failed to submit its response to the interim order requests, they considered the written arguments. They decided against an oral hearing at this stage, opting to freeze the law's effective date until further notice. The court's decision to split the hearing is unusual, with the initial focus solely on the legislative process concerns, reserving the substantive arguments against specific provisions for a later stage.

The law, which passed the Knesset with a 53-48 vote, aims to dramatically alter the structure of communications market oversight, establish a new regulator, impose obligations for original productions, open sports broadcasting to competition, and reduce the public broadcaster's budget. Minister Karai stated that the reform would bring "freedom to the public" and remove "chains of propaganda," enabling citizens to choose their viewing options and breaking monopolies.
