Tel Aviv's District Appeals Committee has conceptually approved a renewal project to demolish Atarim Square and build two towers, one residential and one hotel, with public beach access. The plan includes reducing building rights by 4,000 square meters and mandates that the hotel tower must be completed before the residential tower can be occupied. The project aims to revitalize the neglected area and enhance public access to the sea.

  • Atarim Square in Tel Aviv will be demolished to make way for two new towers and open beach access.
  • The District Appeals Committee approved the renewal project with conditions, including a 4,000 sqm reduction in building rights.
  • One tower will be for 220 residential units, the other for approximately 300 hotel rooms.
  • The hotel tower must be completed and approved before the residential tower can be occupied.
  • The project aims to create pedestrian continuity from Ben Gurion Boulevard to the sea.

The District Appeals Committee for Planning and Building in Tel Aviv has given conceptual approval to a renewal project that will replace the neglected Atarim Square with two new towers. The decision, led by Chairwoman Michal Degani Halbershtam, allows the project to move forward but imposes several conditions and restrictions on developers to protect public interests along the coastline.

Under the plan, the Atarim Square, built in the 1970s, will be demolished. The sunken road on Eliezer Peri Street will be restored to ground level, creating an open pedestrian pathway from Ben Gurion Boulevard to the sea. In place of the square, two separate towers will be constructed: one for residential use with 220 apartments and another for hotel use with approximately 300 rooms. The complex will also include a textured building, commercial spaces, and an underground public parking lot.

The committee mandated a reduction of 4,000 square meters from the building rights requested by the developers and a decrease in the ground floor areas of the towers. These measures aim to increase open street-level spaces and ensure the buildings do not obstruct sea views. Additionally, the committee required increased distances between the new structures and adjacent hotels, such as the Carlton and Herods, to minimize impact. A plan to prevent environmental nuisances during construction was also ordered.

A significant condition set by the committee prohibits the occupancy of the residential tower until the hotel tower is completed and legally approved for occupancy. This stipulation is intended to ensure the realization of the tourism activity along the coast and prevent a situation where only the more profitable residential uses are developed.
