A Tel Aviv district appeals committee has approved a plan to build two towers at Atarim Square, but with significant modifications. The committee reduced construction rights by 4,000 square meters, increased public spaces, and mandated solutions for wind mitigation. A key condition requires the hotel tower to be completed before residential units can be occupied, aiming to preserve the coastline's tourism function. The decision was hailed by a residents' association as a public win for coastal access.

A district appeals committee in Tel Aviv has approved, in principle, a controversial plan to demolish the old Atarim Square and construct two towers for residential and hotel use. The committee, chaired by attorney Michal Dagani Halbershtam, ruled on Wednesday that while the renewal of the square is a worthwhile urban development, the construction rights must be reduced by 4,000 square meters. The decision also mandates an increase in public spaces, modifications to preserve open areas, and ensures continued access to the beach.

The plan, initially approved by the Tel Aviv Local Planning and Building Committee in November 2024, involves replacing the existing square with two 25-story towers containing 220 housing units and approximately 300 hotel rooms, along with commercial areas, a public underground parking lot, and open public spaces. The project is being advanced by the real estate fund JTLV.

The appeals committee accepted some of the objections, emphasizing the need to balance construction volume with public interest along the coastline. Key rulings include reducing the towers' footprint to enhance open public space and improve sea views, and addressing a deficit of about two dunams in open public areas. The committee stressed that designated public spaces must be practically usable for gathering and enjoyment, not merely transitional areas.

Further stipulations require studies and solutions for wind mitigation due to the high-rise construction's impact on pedestrian comfort and safety. Mechanisms are to be established to ensure the planned coastal park remains open to the public 24/7 and is maintained by the municipality. A significant condition is the separation of residential and hotel functions into distinct towers, with occupancy of residential units contingent on the hotel tower's completion and approval.

Atarim Square, built in the 1970s, has become a neglected area. The renewal plan aims to create an accessible urban continuum from Ben Gurion Boulevard to the beach. Opponents had argued the construction would harm public space and sea views, leading to the current appeals process. Attorney Noam Kolodny, representing the "No Towers at Atarim Square" association, called the decision a public victory, highlighting the emphasis on accessible public space and sea access, though he noted the process is not yet fully concluded.
