הרמטכ"ל, רב-אלוף אייל זמיר, קבע כי ארגון הטרור חמאס "הובס" ו"הוכרע". זמיר אמר זאת במהלך סקירה ביטחונית שניתנה לבכירים בדרג המדיני, בהם ראש הממשלה בנימין נתניהו ושר הביטחון ישראל כ"ץ, בתחילת החודש. הסקירה התקיימה במהלך ביקור באוגדת עזה.

בדיון הוצג מצב חמאס על ידי ראש חטיבת המחקר באמ"ן, תת-אלוף אופיר מזרחי. מזרחי ציין כי הארגון מזהה רצון לחדש את אחיזתו ב"קו האדום" וכי הוא עדיין "ארגון מאיים". בתגובה לדברים אלו, השיב הרמטכ"ל זמיר כי אכן חמאס הוא ארגון מאיים, אך לצד זאת, הוא "ארגון מוכרע".
