עאמר דן באפשרויות לשיתוף פעולה פוליטי, כאשר הסכם עודפי קולות מאפשר למפלגות לחלוק ביניהן קולות של מצביעים שלא נוצלו להשגת מנדטים, ובכך להגדיל את כוחן הייצוגי בכנסת. האפשרות של הסכם כזה בין המפלגה הקומוניסטית לרע"מ מעלה שאלות לגבי האסטרטגיה הפוליטית של שתי המפלגות והשפעתה על המפה הפוליטית.
