How Yaakov Shahar Transformed Israeli Soccer by Buying Maccabi Haifa

In 1992, a landmark deal saw the Maccabi Haifa soccer club transition from a volunteer-run sports association to private ownership under Keshur Sport Ltd., part of the Meir Group. This move, initiated partly to settle the club's significant debts, marked a paradigm shift in Israeli football, allowing businessmen Yaakov Shahar and Israel Kaz to manage the club according to their vision.

Shahar, who had a background in football and later joined his father-in-law's Volvo import business, became deeply involved with Maccabi Haifa. By the 1991-92 season, the club faced crippling debt, reportedly reaching 8.5 million shekels, largely due to unremitted taxes. Shahar, acting as the club's representative, negotiated a deal with the tax authorities, securing a reduction of the debt to 3.5 million shekels and agreeing to pay 2.5 million, with the remainder waived if the club met future obligations.

This negotiation became the catalyst for Shahar's acquisition. He proposed to pay the remaining debt in exchange for full ownership of the football club. Despite initial resistance from some within the sports association who feared losing the club's identity, the dire financial situation and Shahar's persuasive arguments, including a temporary player strike orchestrated by the club's management, swayed the decision. In May 1992, the Maccabi Haifa sports council voted overwhelmingly to transfer the club's ownership to Shahar.

Under Shahar's leadership, Maccabi Haifa experienced immediate success. The club won the State Cup in its first season and achieved an undefeated league championship in its second, also reaching the quarterfinals of the European Cup Winners' Cup. The transition was solidified by June 1995, with Keshur Sport officially taking full control, establishing new management structures and financial guarantees, demonstrating Shahar's commitment to transforming the club into a successful business venture.
