Israeli Health Ministry Launches Independent Probe into Kaplan Hospital Cardiology Training Scandal

The Israeli Ministry of Health has announced it will conduct an independent investigation into allegations of falsified medical residency certifications in the cardiology-internal medicine combined training program at Kaplan Medical Center. The probe centers on Prof. Kobi George, head of Kaplan's cardiology division, amid suspicions that some doctors were certified based on false records. The Ministry emphasized that the authority to recognize or revoke departmental accreditation for residency training lies solely with its director-general, overriding recommendations from the Medical Association's Scientific Council, which had suggested withdrawing recognition from the cardiology division while Prof. George remains involved.

The controversy has exposed broader systemic issues within Israel's healthcare training framework. A Kaplan medical resident, speaking anonymously, criticized the structural conflict of interest where the Medical Association simultaneously represents residents and department heads, while also advising the Ministry on accreditation. She called for the Ministry of Health to take direct supervisory control to ensure proper oversight and sanctions, arguing that the current system leaves residents vulnerable and inadequately trained.

In response to the scandal, a meeting is scheduled next week led by Dr. Hagar Mizrahi, head of the Ministry's medical division, with senior officials from Clalit Health Services, including CEO Prof. Eitan Wirtheim, Kaplan Hospital director Prof. Tarif Bader, and relevant department heads. This follows Clalit's own establishment of a committee headed by Prof. Ran Tor-Kaspah to implement the Medical Association's recommendations at Kaplan.

The Ministry's investigation comes amid ongoing tensions between it and Clalit, Israel's largest health maintenance organization, which has faced leadership instability and scrutiny over management practices. The Medical Association's Scientific Council has condemned Kaplan's administration for supporting questionable certification practices and announced it will appoint a supervisory committee to review all residency programs at Kaplan to prevent future issues.

This case highlights critical challenges in Israel's medical training system and the need for clearer regulatory oversight to maintain training quality and public trust.
