Serbia Partners With Israel to Launch Drone Factory Amid Global Shift to Local Defense Production

Serbia is set to open a drone manufacturing plant in September in collaboration with Israeli companies, reflecting a global trend toward localizing defense production. Initially, many countries develop their capabilities through joint ventures with foreign firms that provide expertise and experience, later expanding local production independently or through long-term partnerships.

Serbia's choice of an Israeli partner highlights the strong position of Israel's defense industry, especially in unmanned aerial vehicles (UAVs). Modern defense contracts increasingly involve not only drone supply but also knowledge transfer, establishing production lines, and training local personnel. While Israel has long had significant development and manufacturing capabilities for large UAVs, it still depends on Chinese-made platforms and components for ISR (intelligence, surveillance, reconnaissance) drones.

Israeli experts emphasize the urgent need to reduce this dependency by developing full domestic capabilities, from design and development to large-scale serial production of both small and larger drones. The Israeli company Valorix, through its subsidiary Aero Sentinel, is actively producing local ISR drones. Industry voices stress that defense independence includes the ability to locally manufacture everyday operational tools, which recent conflicts have shown can be decisive for success.

For Israel, this means reducing reliance on foreign countries that might restrict supplies, delay components, or block technology access during crises, potentially turning from suppliers into adversaries. The Serbia-Israel partnership exemplifies both Israel's industrial strengths and the strategic imperative to enhance self-sufficiency in defense technology.
