Israeli Education Ministry Sets Clear Boundaries for Parent-Teacher Communication and School Access

The Israeli Ministry of Education has introduced new guidelines to regulate the relationship between parents and school staff, aiming to balance parental involvement with protecting the professional space of educators. Announced on Monday, the directive was developed collaboratively with teachers' unions and the national parents' leadership to establish clear rules for communication, visits to schools and kindergartens, and handling disputes and student privacy.

Under the new rules, each educational institution must publish designated communication channels and specific hours when parents can contact teachers. These hours will be set in consultation with the teaching staff to distinguish between their professional duties and personal time. Meetings or in-depth conversations about a child's progress require prior coordination, except in urgent cases involving immediate safety concerns.

The guidelines also introduce a hierarchical approach for addressing issues, encouraging parents to first contact the educator directly involved before escalating to higher school authorities if necessary. Schools and kindergartens are required to maintain ongoing contact with parents, scheduling meetings at times convenient for parental participation. Parents are recognized as partners in their children's education, particularly in developing individualized educational plans, which must be shared with them. Emotional or psychological support services within schools require parental consent.

Regarding school access, parents may enter during drop-off and pick-up times or school events but must coordinate visits during the school day and, when possible, be accompanied by school staff. The directive emphasizes protecting student privacy by restricting the sharing of information to what is directly relevant to the child and avoiding disclosure of identifying details in community-wide communications.

Education Minister Yoav Kisch highlighted the need for clear boundaries to support educators and foster respectful, effective communication with parents. The national parents' leadership welcomed the guidelines, noting they provide a balanced framework that respects both parental involvement and teachers' work time. They also ensured that email is not the sole communication method and clarified the pedagogical nature of individualized educational plans.

These measures respond to increasingly complex parent-school interactions and aim to strengthen trust and cooperation for the benefit of Israeli students.
