Israel’s Education Ministry Sets New Rules to Regulate Parent-Teacher Communication and School Access

The Israeli Ministry of Education, together with teachers' organizations and the national parents' leadership, has issued a new directive to formalize and regulate the relationship between parents and school staff. This move aims to address ongoing tensions caused by late-night WhatsApp messages, uncoordinated phone calls, surprise visits to schools, and parental interference in professional educational decisions.

Under the new guidelines, each school and kindergarten must define and publish official communication channels and permissible contact hours with staff, established in consultation with educators. In-depth discussions about a student's academic or emotional status must be scheduled in advance rather than occurring spontaneously. The directive also mandates parental involvement in creating personalized educational plans and requires parental consent for referring students to emotional support services.

The directive establishes a clear hierarchy for resolving conflicts, requiring parents to first address issues directly with the relevant educator before escalating to higher authorities if necessary. It emphasizes that all pedagogical, organizational, and disciplinary decisions remain the exclusive authority of qualified education professionals. This includes teacher assignments, teaching methods, lesson allocations, and disciplinary actions.

Regarding physical access to schools and kindergartens, parents may only enter during scheduled events or with prior coordination, often accompanied by school staff. Morning drop-offs at kindergartens remain permitted, but afternoon pickups require prior arrangement. The directive also protects privacy by prohibiting sharing information unrelated to a parent's own child and outlines procedures for handling threats or harm between parents and staff.

Education Minister Yoav Kisch highlighted the need to support educators by clarifying responsibilities and boundaries, aiming to foster a respectful and healthy partnership between parents and school teams. The directive marks the first comprehensive official framework to manage the delicate and complex interactions between parents and educators in Israel.
