Tel Aviv Daycare Workers Indicted for Months of Abuse Against Infants

The Tel Aviv District Attorney's Office filed indictments on Monday against three employees of the "Gan Chayim" daycare center for months of alleged abuse against infants aged six months to one and a half years. The charges include physical assault and neglect, with some infants reportedly thrown onto mats, forcibly held, pushed, and even having their faces covered with blankets to prevent them from lifting their heads. One infant suffered a spiral fracture in his arm after a caregiver twisted it during a diaper change and was left untreated for hours before being taken to Ichilov Hospital.

The indictment names the daycare owner, 42-year-old Natali Shahar, and two assistants, 39-year-old Ortal Levi and 63-year-old Ronit Shira Ariel from Bat Yam. Levi is accused of creating a fearful environment and routinely using force against the children, including hitting, pinching, and forcibly seating them. Shahar, responsible for the daycare's management and children's welfare, allegedly ignored complaints from parents and staff about the abuse and failed to intervene, while also committing acts of violence herself. Ariel is charged with similar assaults, including forcibly feeding a child.

The prosecution is seeking to extend the three women's ban from working with minors until the legal proceedings conclude. The daycare was also operating without a valid business license during the relevant period from September to December 2024. The alleged abuse resulted in physical injuries and behavioral issues among the children, including sleep and eating disturbances and weight loss. The case highlights serious concerns about child safety and oversight in early childhood care facilities in Israel.
