Partner Group Wins National Congestion Tax Communications Contract Worth 100 Million Shekels

Partner Group, a major Israeli telecommunications company, has been selected to provide the communication infrastructure for the national congestion tax project in the Tel Aviv metropolitan area, known as Gush Dan. The project is set to begin in 2028 and is structured as a long-term concession expected to last at least two decades. Over this period, Partner anticipates revenues close to 100 million shekels from the contract.

The congestion tax initiative aims to encourage public transportation use and reduce traffic congestion at key entry points to Tel Aviv and other main routes. In December, Electra Ltd. won the tender from the inter-ministerial committee to plan, build, operate, and maintain the project. Electra will install approximately 220 toll gates across 140 charging sites, along with vehicle identification systems, control centers, communication networks, billing, and customer service systems.

Electra estimates the total compensation for the project will include a 400 million shekel grant for construction and an additional 850 million shekels over the concession period. The project's success depends on real-time data transmission among thousands of components, requiring accurate vehicle identification, database cross-checking, and billing.

Partner was chosen by Electra to design, build, and operate the communication network linking all toll gates to the system's computing centers. Partner will also provide monitoring, control, and maintenance services through its support and engineering teams.
