Manchester Police Apologize for Missed Intelligence Before Yom Kippur Synagogue Attack

Manchester Police publicly apologized for failing to investigate critical intelligence that could have prevented the deadly stabbing attack at a synagogue on Yom Kippur in October 2025. Police Chief Sir Stephen Watson admitted that the phones of the attacker, Jihad Al-Shami, were seized twice earlier in 2025 but the data was not examined, representing a "missed opportunity" to stop the attack. Al-Shami was killed by police during the attack, which claimed the lives of two Jewish community members, Adrian Dolby and Melvin Cravitz.

Following a review, the police acknowledged that the unexamined phone content showed clear signs of extremist ideology and violent, antisemitic messages, including communications with an accomplice, Mohammed Bashir. Bashir was sentenced to life imprisonment with a minimum of 17 years after admitting to assisting in planning a separate terror attack that was ultimately not carried out. He had driven Al-Shami on a reconnaissance mission to a British defense academy in August 2025.

The police apology came amid an independent investigation into how the force handled Al-Shami’s case prior to the attack. Al-Shami had been arrested twice before the synagogue attack, once in February 2025 for breaching a restraining order and again in September 2025 on suspicion of rape. Chief Watson expressed deep regret that the failure to analyze the phones' data added to the suffering caused by the October 2025 attack.

The court described Bashir as a committed jihadist loyal to ISIS, emphasizing that his sentence should serve as a warning to others. However, authorities found no evidence linking Bashir directly to the synagogue attack itself. The incident highlighted significant intelligence and procedural failures within Manchester Police that are now under scrutiny.
