Israeli Police Officer Convicted for Excessive Force in Bnei Brak Arrest

The Israeli Police Disciplinary Court convicted a motorcycle unit officer from the Bnei Brak station for using excessive force during an arrest on Rabbi Akiva Street in Bnei Brak. The incident occurred after the officer responded to a call from a mother reporting her son, who has a complex mental health background, threatening her and demanding money. When the son refused to move away and verbally abused the officer, the officer restrained him against a wall and then took him to the ground. After the suspect continued resisting, the officer pressed his head to the ground, handcuffed him, and while escorting him down stairs, struck him with his knee in a sensitive area.

The suspect was hospitalized and underwent a complex surgery that resulted in irreversible bodily harm. Although the criminal investigation by the Police Investigations Department was closed without charges, the officer faced disciplinary proceedings for exceeding necessary force. During the hearing, the officer's defense argued the force was used to prevent escape amid a complex operational situation, and his unit commander testified in his favor, highlighting the challenging circumstances.

The court rejected these defenses, ruling the officer's actions were a severe breach of acceptable conduct and noted this was not his first disciplinary conviction for violence, having been found guilty of a similar offense months earlier. The punishment included a four-month demotion in rank and an additional ten-month conditional demotion.
