Hamas Strengthens Ties with Gaza Clan Leaders Ahead of New Technocratic Government

In recent months, Hamas has been actively working to tighten its connections with mukhtars and clan leaders in the Gaza Strip to reinforce its influence ahead of the incoming technocratic government. The terrorist organization is promoting loyal figures to key roles within family structures through elections to clan councils and mukhtar appointments. Hamas has begun offering direct incentives and benefits to these local actors, including assistance in resolving family disputes and humanitarian privileges, to ensure their dependence on Hamas and solidify its presence within these communities.

Palestinian security sources report an increased effort by Hamas to place loyal or affiliated individuals at the heads of neighborhood committees, refugee camps, and displaced persons complexes. These moves aim to restore Hamas's leadership in the internal arena and tighten its grip on civilian life, especially as clans have gained power and influence during the ongoing conflict. The organization intends to leverage local influence to maintain civil stability according to its vision, reduce anarchic phenomena, and enhance its oversight and guidance capabilities.

Additionally, Hamas recently announced Khalil al-Hayya as the new head of its political bureau, a position left vacant since the killing of Yahya Sinwar in October 2024. Al-Hayya was chosen over senior figure Khaled Meshaal. Sinwar had assumed the role following the assassination of his predecessor, Ismail Haniyeh. The political bureau is the leadership council managing Hamas's political affairs. This leadership change coincides with high-level Hamas meetings with Iranian officials during the funeral of Qassem Soleimani, highlighting ongoing regional alliances.
