The Tel Aviv-Yafo Municipality is implementing a new technological system to combat noise pollution by detecting and penalizing drivers for unnecessary car horn usage. The enforcement is slated to begin in the first quarter of 2027, following the recent selection of "Noise" company to install and operate the system.

Initially, the system will be deployed at 11 locations across the city, including Bograshov and Tchernichovsky streets and Rabin Square. These sites were chosen in consultation with the Environmental Quality Authority, considering pedestrian traffic, resident population, area centrality, major traffic routes, and public complaints.

The technology will utilize a network of microphones to identify horn sounds and pinpoint their origin. This data will be combined with video footage to identify the offending vehicle. A municipal inspector will then review the incident to determine if a fine should be issued, with responsibility falling on the registered vehicle owner.

Fines will be set at NIS 250 for a first offense and NIS 500 for repeat offenders for individuals. Corporations will face fines of NIS 500 and NIS 1,000, respectively.

Deputy Mayor Meital Lehavi stated, "The horn is a safety device, not a tool for expressing emotions, and traffic jams are not an emergency situation. It's time to stop treating noise as an inevitable part of city life. Honking harms health and concentration, and especially today, when many are dealing with trauma and post-trauma, it is much more than a nuisance. Those behind the wheel are not entitled to take over public space. We are changing the rules of the game: reversing the pyramid means the street belongs first and foremost to those who walk, ride, work there, or simply want to open a window."
