  • Israeli housing market shows divergent trends by city, with national demand down 4.3% and supply down 1.3%.
  • Modi'in-Maccabim-Re'ut saw a 26.2% surge in apartment demand, while Beersheba experienced a 28.1% drop.
  • Buyers' negotiating power varies significantly between cities with differing demand and supply dynamics.
  • The "Heat Index" identifies Modi'in-Maccabim-Re'ut as the most active market, with Tel Aviv showing low activity relative to listings.
  • Experts caution that national housing market averages mask significant local variations and advise focusing on specific city conditions.

While the Israeli housing market is generally cooling, demand and supply dynamics vary significantly from city to city, according to an analysis of Yad2 data for the third quarter of 2026 compared to the same period in 2025. Nationally, demand for apartments decreased by 4.3%, while the supply of apartments for sale only contracted by 1.3%. This national average, however, masks considerable regional differences. In the Hadera, Zichron Yaakov, and Emekim region, demand rose by 4.8% with a 7.2% decrease in supply, suggesting increased competition among buyers. Conversely, the southern region experienced the sharpest cooling, with demand plummeting by 22.3% and supply growing by 2.4%. Similar cooling trends were observed in the southern coastal plain and the Shfela region.

At the city level, Modi'in-Maccabim-Re'ut stands out with a 26.2% surge in demand and a 4% drop in supply. Ma'ale Adumim and Harish also saw significant demand increases alongside supply decreases. In contrast, Beersheba recorded a substantial 28.1% drop in demand, coupled with a 10.5% increase in supply. Tiberias and Acre also showed sharp declines in demand with rising supply. These contrasting trends mean that buyers' negotiating power is strengthening in some areas while sellers maintain an advantage in others.

The "Heat Index," which measures contact activity relative to the number of active listings, highlights Modi'in-Maccabim-Re'ut as the hottest market, followed by Kiryat Motzkin and Sderot. Tel Aviv-Yafo and Ramat Hasharon ranked lowest on this index, indicating less intense activity relative to the available listings. However, a low heat index does not necessarily mean low demand; Tel Aviv, for instance, saw demand rise by 2.8% despite its low index score.

Sima Azulai, Head of the Secondhand Real Estate Division at Yad2, noted that while national demand is falling, some cities are experiencing strengthening interest. She advised that buyers in cities with more supply and less demand have greater choice and potentially stronger negotiating power. Ovad Danos, former Chairman of the Appraisers Association, emphasized that national averages obscure significant local variations, and that claims of uniform price trends across the country are misleading. He stressed the importance of examining local market conditions and distinguishing between the overall situation in a city and the changes occurring within it.
