A Palestinian rights group, Hind Rajab Foundation, has filed a petition with the International Criminal Court (ICC) in The Hague, seeking an investigation into Israeli ministers and doctors. The foundation alleges their involvement in the deaths, torture, and mistreatment of Palestinian detainees held at the Sde Teiman detention camp since October 2023. The petition also targets senior officials from the Israeli Ministry of Health and Ministry of Defense, as well as the Israel Medical Association (IMA) and hospital administrators, accusing them of war crimes, crimes against humanity, and genocide.

The foundation claims the IMA and its leadership, including its head Prof. Zion Hagai, legitimized what it described as a "system of torture." It stated that between October 2023 and November 2025, at least 29 detainees died due to physical violence, medical negligence, or both. Beyond Prof. Hagai, the petition specifically calls for investigations into former Health Ministers Moshe Arbel and Uriel Busso, IMA Director-General Leah Vafner, and the organization's Ethics Committee Chairman Dr. Yosef Wolfish.

Following the October 7th attacks, approximately 120 Hamas operatives and Gaza residents were detained in Israel and sent to a facility at the military police base in Sde Teiman, located between Ofakim and Be'er Sheva. Thousands more, including militants and civilians from Gaza, have since been detained and brought to the site. Early reports in local and international media described detainees being starved, beaten, and tortured, with conditions allegedly violating international law. Further accusations concern the medical facility at the camp, where staff reportedly testified that patients were fed through straws, wore diapers, and were restrained 24/7, leading in some cases to amputations.
