Israel's Shin Bet security agency has exposed a terror cell of five Israeli citizens from the Negev town of Shagav Shalom. The group planned to establish a military battalion and carry out attacks against Israeli targets, including the local police station and the central bus station in Be'er Sheva. The Shin Bet announced the arrests, which occurred in May and June 2026.

According to the investigation, the cell members were inspired by Palestinian battalions in Judea and Samaria and aimed to operate similarly. The cell's leader allegedly promoted anti-Israel incitement and encouraged terror activities on social media. One member agreed to participate in a shooting attack at the Shagav Shalom police station and a stabbing and shooting attack at the Be'er Sheva central bus station. He was also found to have studied how to build explosive devices.

Another member agreed to be the unit's "engineer," responsible for preparing explosives against security forces. A third suspect, who supports ISIS, had been planning a stabbing attack for the organization for about two years. A fifth member also agreed to join the cell and participate in the attack on the Shagav Shalom police station.

In a separate case, Abdullah Jarjoui, an Israeli citizen from Shagav Shalom, was arrested in July for allegedly planning an attack at the "Forum" club in Be'er Sheva. The Shin Bet stated Jarjoui was in contact with ISIS operatives, incited terrorism, and expressed a desire to join the organization abroad. His investigation also revealed sympathy for Hamas and other terror groups.

Indictments for serious terror offenses have been filed against the six suspects in both cases in the Be'er Sheva District Court. The Shin Bet also reported that since the beginning of 2026, 72 residents of the Negev and Southern Israel have been arrested on suspicion of endangering state security, including planning attacks and smuggling weapons. Of these, 67 are Israeli citizens, and indictments have been filed against approximately 50.

A senior Shin Bet official warned that these arrests highlight the security risk posed by cells of Israeli citizens, some with semi-military structures, aiming to carry out attacks within Israel. The official credited the Shin Bet and Israel Police's counter-terrorism efforts with preventing these plans from being realized.
