A 22-year-old pharmacy student, Mohammed Shalabi, from the East Jerusalem neighborhood of Beit Hanina, has been indicted for allegedly planning mass casualty attacks against security forces and Jewish civilians using explosives and deadly poisons. The indictment, filed Thursday in the Jerusalem District Court, details Shalabi's ideological radicalization, which intensified following the October 7th events and the subsequent war. According to the charges, he systematically consumed content associated with Hamas and ISIS, deciding to leverage his academic knowledge and access to chemicals for lethal attacks.

Initially, in early 2025, Shalabi reportedly planned to plant a bomb near a mosque in Beit Hanina, targeting law enforcement officers who frequently parked there. He allegedly monitored their activities for two months and downloaded bomb-making guides from the internet. This plan was abandoned when the officers stopped coming to the location.

Subsequently, Shalabi conceived a larger-scale attack with the stated goal of killing "many Jews." He joined Telegram groups linked to terrorist organizations, including one affiliated with ISIS, and downloaded numerous files on constructing explosives and poisons. He also copied poison recipes into a notebook, detailing methods of delivery through contact, inhalation, or ingestion, and documented materials suitable for explosives.

The indictment further states that Shalabi moved from planning to concrete preparation. He traveled to Ramallah twice to purchase chemicals and equipment, splitting his purchases to avoid suspicion, and stored them in his room.
