The Israeli coastal town of Caesarea, traditionally known for its luxury villas, is set to undergo a significant transformation with the approval of its first high-density housing project. The Haifa District Planning and Building Commission has greenlit "Neighborhood 14," which will introduce 735 new housing units on approximately 280 dunams (70 acres) of land. The new neighborhood, initiated by the Caesarea Development Company, will be situated at the entrance to Caesarea, west of Highway 2, adjacent to the existing golf courses. Of the total units, about 475 will be in apartment buildings, while approximately 260 will be in attached housing, such as duplexes or four-family homes, a format still different from the large, detached villa plots previously characteristic of the area. The approved plan is larger than initially proposed a year ago, increasing the total number of units by over 16%, or 104 units.

In addition to residential buildings, the plan incorporates public facilities, commercial spaces, and a network of open areas connecting the neighborhood to its surroundings. Due to its proximity to Highway 2, buffer zones and acoustic measures have been included. This project follows earlier, smaller-scale high-density developments in Caesarea, including an 80-unit project in 2023 and a recently marketed "Seven Senses" project combining private lots with 80 apartments in five-story buildings.

The shift towards denser construction is driven by Caesarea's 2021 master plan, which mandates a minimum density of five housing units per dunam for all new projects. Ronen Segal, the district planner for Haifa, stated that this is the first plan in Caesarea to offer high-density housing, enabling the town's continued development while preserving its unique character.
