Israel's National Security Council (NSC) issued a warning on Tuesday, October 6, to Israelis abroad, citing an increased risk of terrorist attacks and riots ahead of the third anniversary of the October 7, 2023, events. The NSC urged citizens to exercise "heightened vigilance," stating that "terrorist organizations, primarily Iran and its proxies, Hamas, and global jihad structures, view this date as significant."

Recommendations for Israelis overseas include avoiding advance social media posts about travel plans, steering clear of countries with a Level 4 travel warning such as Jordan, Qatar, Somaliland, and Egypt (including the Sinai Peninsula), and minimizing Hebrew conversations in public in Level 3 warning areas. They were also advised to stay away from demonstrations, refrain from posting about service in Israeli security forces online, and to contact local law enforcement in emergencies. The NSC provided a 24/7 hotline number for terrorism threat warnings.

Separately, on Tuesday, European Union ambassadors to Israel visited Kibbutz Nir Oz to commemorate the third anniversary of the October 7 massacre. Led by EU Ambassador to Israel Michael Mann, the delegation participated in a memorial tour and ceremony. Mann proposed that the annual EU ambassadors' memorial ceremony be held at Nir Oz going forward.

The diplomats visited homes of families affected by the attacks, including the Siman-Tov-Kedem family, where five people were killed, and the Bibas family, from whom Yarden, Shiri, and their children Ariel and Kfir were taken hostage. Yarden Bibas was released after 484 days, while Shiri, Ariel, and Kfir were killed in captivity.

Ambassador Mann described the events at Nir Oz not as a battle but as "a massacre of civilians in their own homes, a monstrous crime against humanity."
