A criminal indictment was filed on Wednesday against Goor Levi of Tel Aviv over secret filming of women and girls in changing rooms at a clothing store, along with recording a sexual encounter with a woman without her knowledge or consent. Prosecutors did not charge him with rape, although a separate rape complaint had also been filed. The state attorney’s office also requested that Levi remain in custody until the end of proceedings, citing concern that he could continue offending if released.
The case surfaced earlier this month after influencer Shir Weiss said she noticed a mobile phone being held over a fitting room partition while she was undressing at the TLV Mall in Tel Aviv. She confronted Levi, but he denied it and left before security arrived. After police reviewed security footage and released his photo, additional young women came forward saying they recognized him.
According to the indictment, on June 3 Levi entered the Bershka store in the TLV Mall on Karlibach Street, took several items into the fitting rooms, climbed onto a chair and used his phone to film several women and girls in adjacent stalls without their knowledge. Prosecutors said he “seriously violated their privacy” and committed repeated indecent acts for sexual arousal, gratification or humiliation. They alleged that after leaving, he returned about 25 minutes later, again took clothing items, and filmed a young woman who was changing while wearing only underwear and with the rest of her body exposed.
A second charge concerns an incident in 2024 at the Green nightclub in Tel Aviv. Levi reportedly met a young woman at a party, and the two went into the bathroom and had consensual sex. Prosecutors say he secretly recorded the encounter on his phone, then sent her the video on WhatsApp about two years later, at which point she discovered what he had done. He later apologized and admitted he had recorded the encounter without her knowledge. During questioning, he identified himself in the security footage and said it was a one-time act done for “momentary satisfaction.”
