According to Carro, these traditional powerhouses have historically acted as "bullies" in the transfer market, with "the big fish eating the small fish." He asserted that Hapoel and Dubai now possess the financial resources to compete at this level, challenging the established order that previously allowed these dominant clubs to dictate player movement.
