The Association of Community Rabbis had previously filed a lawsuit against the Tel Aviv-Yafo Municipality in the Tel Aviv District Court after the municipality refused to permit the "Selichot" service with physical separation between men and women using partitions.

According to the plaintiffs, the municipality initially granted permission for the event, which was to feature prominent rabbis, but then stipulated a ban on physical separation methods. The association argued that this condition violated the freedom of religion for participants and prevented the prayer from being conducted in accordance with Jewish religious law.
