West Bank Authorities Impose Record Fines on Illegal Water Drilling Operators

The Civil Administration has expanded its enforcement measures against illegal water drilling operations in the West Bank, imposing significant financial penalties for the first time. During an enforcement operation near Jenin, two drilling trucks were seized while conducting unauthorized water drilling activities. Fines totaling NIS 200,000 were levied against the operators. One operator was fined NIS 120,000, and another received an NIS 80,000 penalty. Both trucks will remain impounded by the Civil Administration until the fines are paid. Failure to pay could lead to the confiscation of the vehicles.

The enforcement operation was conducted with the assistance of the Water Authority's supervision and enforcement teams. These teams were authorized in June 2026 to operate in the West Bank, aiming to bolster enforcement capabilities, protect water sources, and prevent water theft and illegal drilling. The Civil Administration anticipates further use of these new authorities in the near future as part of the ongoing effort to combat illegal drilling and its detrimental impact on the water economy.
