West Bank Sees First Major Fines for Illegal Water Drilling

In a significant enforcement action in the West Bank, Israeli authorities have imposed fines totaling NIS 200,000 (approximately $54,000 USD) on operators of illegal water drilling trucks near Jenin. This marks the first time such administrative financial sanctions have been used in the region against illegal water extraction.

The Civil Administration announced on Monday that it has expanded its enforcement tools to combat the growing problem of illegal drilling, which severely impacts the water economy. The new administrative authority allows for substantial financial penalties against offenders, with water being the first sector to implement this measure aimed at creating a real deterrent against water theft.

During the operation near Jenin, two drilling trucks were apprehended while conducting illegal water drilling activities. One operator was fined NIS 120,000, and the other NIS 80,000. The trucks will be held by the Civil Administration until the fines are paid in full, and face confiscation if the payments are not made.

These enforcement actions were enabled by water authority inspection and enforcement teams, who were authorized to operate in the West Bank starting in June 2026. Their mandate is to significantly boost the Civil Administration's enforcement capabilities, monitor water resources, and prevent water theft. The Civil Administration stated that it is continuing to explore and develop additional administrative tools for even more effective and rapid enforcement, and expects to utilize these new authorities further in the near future.
