Rabbi Warns Public Marriage Proposals With Rings May Create Halachic Marriages

Rabbi Avraham Deri, the Chief Rabbi of Beersheba, has issued a warning that public marriage proposals involving the exchange of a ring, especially when witnessed by friends and family, could inadvertently create a halachic marriage under certain circumstances. According to Rabbi Deri, if the couple later decides not to proceed with the wedding, they might require a religious divorce (get) to dissolve the union.

The rabbi explained that such a public proposal, often involving kneeling and presenting a ring before guests, could transition from a pre-wedding gesture to a significant halachic issue if it meets specific legal criteria and has witnesses. He emphasized that the potential for a marriage to be established hinges on details like the exact wording used during the proposal, the manner of ring presentation, the status of witnesses, and other contextual factors.

These remarks were made during a seminar organized by the Ministry of Religious Services for marriage registrars in the southern region. The Ministry clarified that not every proposal with a ring constitutes a marriage, and individuals facing such a situation should consult a qualified rabbi or marriage registrar. The seminar also focused on technological advancements in marriage registration, including a new digital platform called "Shirat Hayam" designed to streamline the process of opening and managing marriage files, verifying documents, and synchronizing with the Chief Rabbinate's systems.

Rabbi Hezekiah Samin, director of the Marriage and Rabbinate Department at the Ministry of Religious Services, stated that the initiative aims to integrate halachic guidance with improved service delivery. He highlighted the ongoing efforts to connect deep halachic knowledge with advanced technological tools to better serve the public and adapt to evolving needs within the marriage system.
