IDF Prepares for 'Root Canal' Operation Against Terrorism in West Bank

The Israeli military is preparing for a comprehensive operation, described as a 'root canal,' to combat terrorism in the West Bank. This comes despite current low terrorism levels, the lowest since 2011, attributed to joint efforts by the Judea and Samaria Division, the Shin Bet security agency, police, and border police. Security officials warn that Hamas command centers in Turkey, Gaza, Iran, Qatar, Lebanon, and other locations may attempt to advance terror plots against Israelis and IDF soldiers, especially ahead of the upcoming Jewish holidays. In response, the Judea and Samaria Division has conducted extensive preemptive operations targeting both suspected terrorists and incitement centers to minimize potential threats.

The IDF reportedly enjoys broad operational freedom in the West Bank, having established a presence and infrastructure in Palestinian refugee camps, particularly in Samaria, with plans to build more outposts to enhance control. Significant counter-terrorism efforts, both from the ground and air, have resulted in the elimination of five terrorists in the past week.

However, a growing concern is the increasing friction between Israeli settlers and Palestinians. This trend is linked to a significant rise in new settlements, isolated farms, and unauthorized outposts in the West Bank. This reality necessitates a reassessment of security strategies to ensure settlements are not at a disadvantage against hostile elements.

Despite these challenges, security coordination with Palestinian Authority security mechanisms is maintained, though irregular incidents require constant monitoring. Concerns also exist regarding the large amount of weaponry held by the Palestinian Authority and arms smuggling from the Jordan border. A potential extreme scenario, the 'barrel inversion' scenario, where the Palestinian Authority could turn its weapons against Israeli forces and civilians during a succession struggle for leadership, has prompted demands for increased readiness.

IDF assessments of heightened activity in the West Bank are influenced by several converging factors: Israeli and Palestinian elections, the Jewish High Holidays (a period of increased travel and potential friction), the rise of lone-wolf attackers, significant friction events that could escalate into spontaneous terrorism, rising nationalist crime garnering international media attention, and ongoing American involvement following recent escalations in Gaza and Lebanon. Defense Minister Israel Katz may push the IDF to occupy additional refugee camps and conduct broad operations, particularly in Samaria, to curb terrorism.
