Shin Bet Thwarts Major Terror Plot Targeting Israelis in Modiin

Israel's internal security agency, Shin Bet, in cooperation with the Israel Police and the IDF, announced on Tuesday the dismantling of an extensive terror network. The group is accused of planning attacks against civilians and security forces, with a specific plot targeting a restaurant in Modiin. Over 30 individuals from Jerusalem and Judea and Samaria were arrested as part of the operation.

Five key operatives have been indicted on charges including leading and participating in a terror organization, preparing attacks, illegal weapons possession, and recruitment. Shin Bet alleges the network was established by Rashid Rishk and Sabih Abu-Sabih, who allegedly formed armed cells across the West Bank and were preparing for a coordinated series of attacks on Israelis and security personnel planned for early 2027.

Investigators revealed that Rishk and Ahmad Azmi Bakri were specifically planning an assault on a restaurant in Modiin where Bakri was employed. According to the prosecution, Rishk procured a pistol, an M16 rifle, ammunition, and other equipment for this attack. Rishk and Abu-Sabih are also accused of planning to shoot security forces in the Al-Azariya area.

A significant quantity of weapons was seized during the investigation. The prosecution has requested that the five indicted individuals remain in custody until the conclusion of their trials.
