Iranian Officials Admit Economic Pressure Is Working Amid Strait of Hormuz Talks

One day after the Trump administration launched its "economic isolation" campaign against Iran, U.S. Treasury Secretary Steven Mnuchin stated on Tuesday evening that Iran's leadership acknowledges the effectiveness of the pressure. Concurrently, Iran and Oman announced ongoing consultations focused on resuming navigation through the Strait of Hormuz and establishing a mechanism to manage maritime traffic. Their joint statement emphasized the importance of restoring shipping while respecting each country's sovereignty and rights, with professional negotiations continuing on future arrangements, information exchange, and vessel movement management.

This development follows weeks of heightened tensions in the Strait of Hormuz, a critical global trade and energy route. During the Israel-Iran conflict, Tehran effectively blockaded the strait, with Iranian officials expressing intentions to generate revenue by charging tolls to passing ships. Reports indicate Iran and Oman are advancing plans to collect fees from vessels despite U.S. opposition. Pakistani Prime Minister Shehbaz Sharif, meeting with Iranian Foreign Minister Abbas Araghchi, discussed a proposed arrangement where ships would enter the Gulf via the Iranian side and exit through Oman's side. While Iran is unlikely to enforce mandatory tolls, voluntary payments for insurance, environmental protection, or safety services may be introduced.

The U.S. views control over the Strait of Hormuz as a key leverage point against Iran. Mnuchin quoted Iranian President Masoud Pezeshkian acknowledging Iran's economic hardships and stating, "The war must end at some point." Iranian Parliament Speaker Mohammad Bagher Ghalibaf also admitted that military strength alone cannot sustain the regime without economic growth and local production. Mnuchin affirmed that under President Trump, the Treasury will continue severing Iran's economic lifelines until Tehran is isolated.

Meanwhile, Iran's Foreign Ministry condemned the U.S. sanctions as violations of international law and the UN Charter, rejecting any normalization of what it called blatant lawbreaking and bullying. Reports suggest the U.S. and Oman have tried to persuade Iran to drop its toll demands, leveraging the potential release of approximately $100 billion in Iranian assets frozen abroad. However, Iranian negotiators have distanced talks with Oman from the U.S. track, with a source close to the Iranian team denying direct negotiations with Washington and citing a U.S. breach of a memorandum of understanding with Islamabad as the reason for halting talks with the Americans.

The struggle over the Strait of Hormuz is both economic and strategic, as Tehran views the strait as a bargaining chip against the U.S. and Gulf states. With Iran and Oman continuing to discuss a new management mechanism and the U.S. intensifying economic pressure, the key question remains whether Tehran will agree to arrangements allowing shipping to resume or persist in using the strait as a threat against the West.
