Mossad Chief Supports Joint Jewish-Bedouin Industrial Zone in Negev

In the Bedouin settlement of Bir al-Hadaj in the Negev, a plan exists to establish a 200-dunam industrial zone, but progress stalled under the Neve Midbar Regional Council. Recognizing the need for cooperation, Salama Abu Adisan, head of the local council, decided to collaborate with the neighboring Jewish local council of Ramat Negev. The initiative has gained notable backing, including from Mossad chief Roman Gofman, who is familiar with the area from his military service.

The joint Jewish-Bedouin industrial zone proposal has faced challenges, including concerns about lawlessness, arms smuggling, and drug trafficking in Bir al-Hadaj. Itik Tzur, CEO of the Economic Development Company of Ramat Negev, acknowledged these issues but emphasized that most of the approximately 10,000 residents are law-abiding and would benefit from the project. The plan was discussed at a recent council meeting, where it encountered opposition, particularly from a representative of the religious-nationalist community, who questioned the cooperation with Bir al-Hadaj.

To address concerns, Ramat Negev council head Eran Doron presented a letter from Gofman, who described the project as a "correct, courageous initiative with top strategic value." Gofman noted the area's unique social fabric and stressed the importance of advancing the project responsibly with proper oversight and enforcement. He highlighted the potential for economic development to strengthen state presence, reduce social polarization, and limit criminal influence, noting many local residents serve in the IDF and seek dignified livelihoods.

Supporters like Eitan Plaznstein, CEO of Tamam Group and Ratem resident, argued that the joint industrial zone would benefit both communities and that inaction could be costlier in the long term. Ultimately, the council approved the joint initiative by a 9-3 vote. Abu Adisan expressed optimism that economic security would lead to broader social stability, stating that employment opportunities could transform the entire community and reduce risky illegal activities.

The project draws inspiration from the "Idan HaNegev" industrial zone, a successful joint Jewish-Arab initiative in the region, though it acknowledges the need to manage risks carefully. The collaboration marks a significant step toward fostering coexistence and economic growth in the Negev's Bedouin and Jewish communities.
