Negev Development Crucial for Israel's Security and Existence, Says Expert
The development and regulation of the Negev region are not merely civilian goals but a paramount security and existential necessity for Israel, according to Hagai Raznik, head of the Riefman Institute for the Negev Development. Raznik asserts that the current situation in the Negev poses an existential threat to the state, stemming from a governmental and planning vacuum that endangers national resilience and the country's southern borders.
To secure the Negev's future, Raznik proposes a strategic plan for Zionist parties, focusing on four key areas. First, it calls for severing the geopolitical continuum and strengthening Jewish settlement between southern Hebron and the Gaza Strip, an area he describes as semi-autonomous and lacking a strong Zionist settlement presence. This requires establishing new Jewish communities, reinforcing existing towns, and actively cultivating state lands to prevent illegal takeover and solidify Israeli control.
Second, the plan emphasizes governance, illegal arms collection, and robust enforcement. Raznik highlights the vast quantity of illegal weapons and ammunition in the Negev as a ticking time bomb, contributing to internal security threats, agricultural crime, extortion, and border smuggling. He advocates for a national emergency plan to collect weapons, bolster police forces, and increase enforcement, including immediate searches and administrative detentions in weapon-laden areas.
Third, comprehensive planning regulation and enforcement are needed. The lack of planning for Bedouin settlements creates urban chaos, harms residents' quality of life, and fosters lawlessness. Raznik's plan suggests defining clear municipal boundaries, regulating land use within a timeframe, and providing full municipal services to regulated settlements, alongside strict enforcement and demolition of illegal construction.
Finally, the plan addresses growth engines, education, and civil integration. Raznik argues that restoring governance requires deep civilian solutions, such as reducing educational disparities, establishing employment centers and high-tech complexes, and providing vocational training to integrate residents economically and civilly. He warns that neglecting these issues amounts to abandoning a strategic territory and urges Zionist leadership to treat the Negev as a top national priority, adopting the Riefman Institute's detailed plan.
