Jerusalem has inaugurated a historic expansion of its public transportation system with the upcoming opening of the L3 light rail line, marking the city’s transition from a single light rail route to a comprehensive network. On August 18, 2024, Transportation Minister Miri Regev, Jerusalem Mayor Moshe Leon, and other officials toured the new L3 line and its 13 stations, 12 of which are newly constructed. The 7-kilometer L3 line connects the Tzurim area with Malha, linking residential neighborhoods, employment centers, academic institutions, and cultural and sports venues.

The L3 line integrates with the existing L1 (Red Line), which runs from Neve Yaakov to Hadassah Ein Kerem, creating Israel’s first urban light rail network that facilitates seamless transfers between lines and connects major city hubs. Key stops on L3 include the Government Complex, Hebrew University’s Givat Ram campus, the Hebrew University Technology Park, Teddy Stadium, the Jerusalem Arena, and Malha Mall. The line also connects to Israel Railways and bus routes, enhancing regional connectivity.

This expansion is part of the Green Route project and is being developed through a public-private partnership led by the interministerial tender committee and managed by "Transportation to Jerusalem" with the concessionaire Kafir company. Infrastructure works were carried out by Moriah Jerusalem Development Company. Future plans include opening the L4 line connecting Gilo and extensions to Mount Scopus, aiming to complete an eight-line network serving approximately 600,000 daily passengers.

Minister Regev emphasized the significance of this milestone, stating it represents a new chapter in Israeli transportation by providing fast, efficient, and accessible mass transit. Mayor Leon highlighted the network’s potential to improve quality of life, reduce traffic congestion, and lower pollution. Transportation Ministry Director Moshe Ben Zaken noted the network will change travel patterns in Jerusalem, offering a reliable alternative to private cars. The Treasury’s Accountant General, Michal Abadi-Boiangiu, underscored the economic benefits of investing in transportation infrastructure. Kafir CEO Oren Cohen expressed pride in overcoming challenges to complete the first segment and anticipation for upcoming lines.
