Several electric scooter riders in Tel Aviv discovered they had received traffic fines from the municipality only after their bank accounts were frozen due to accumulated interest on unpaid fines. The riders were fined for allegedly riding without helmets, but many claim they never received the initial fines and only learned about them months later when enforcement actions were taken. One resident, Avishag Kahalani, found out about her fine nine months after the incident when she received an email warning of enforcement steps and interest exceeding 300 shekels. Despite filing an appeal immediately, she received no response and her bank account was frozen.

Another rider, Noa, who does not live in Tel Aviv, also received a fine with accrued interest without prior notification. She only became aware of the enforcement after her account was frozen while she was abroad. Noam Lafler discovered his fine by chance when checking a digital platform, claiming the municipality continued to add interest even after he appealed, and he never received any physical notice of the fine. Lafler criticized the municipality’s communication methods as outdated and ineffective.

The Tel Aviv municipality responded that fines are sent to official addresses from the population registry and that they notify recipients via SMS when possible. They also stated that photos are not automatically attached to fines but can be requested, and that appeals are processed with payment demands frozen during the review. The municipality emphasized that riders must comply with the law and have the right to appeal and be heard in court.

The riders expressed frustration over the lack of timely communication and the rapid enforcement measures, describing the process as feeling like a "successful scheme" or likening the municipality’s approach to that of a criminal organization. They called for better transparency and responsiveness from the city to avoid undue financial harm.
