The Israeli government has announced a major reform in the distribution of disability parking permits, affecting over 600,000 vehicles currently holding such permits. The decision, revealed on August 18, 2026, comes amid growing concerns about the improper and sometimes illegal allocation of these permits, which has led to difficulties for genuinely disabled individuals in finding suitable parking.

Currently, one in every six vehicles in Israel displays a disability parking permit, with some cities like Bat Yam seeing even higher rates, where one in three cars carries a permit. Complaints against the Ministry of Transportation, which has been responsible for issuing these permits, have surged in recent years due to misuse.

To address the issue, a new interministerial committee was formed, including representatives from the Ministry of Finance, Ministry of Transportation, and the National Insurance Institute. The committee decided to transfer the authority for issuing disability permits from the Ministry of Transportation to the National Insurance Institute, which already maintains data on individuals eligible for disability benefits.

As part of the reform, all existing permits will be re-evaluated through a comprehensive review process to verify eligibility. This could result in tens of thousands of permits being revoked. The government aims to ensure that only those who genuinely qualify will retain their permits, thereby improving parking availability for disabled drivers.
