A Knesset report reveals Israel's failure to support returning citizens, showing a 60% drop in returnees from the US due to discontinued incentives and bureaucratic hurdles, including costly health insurance fees. The Ministry of Aliyah opposes equal benefits for returnees, leaving many without support and discouraging their return.

  • Israel faces a 60% decline in returnees from the US between 2020 and 2024 due to policy changes.
  • Previous government incentives for returnees were discontinued, reducing return rates drastically.
  • Returnees face a six-month wait for national health insurance or must pay a 16,860 shekel fee to avoid it.
  • 94% of returnees avoid paying the health insurance fee, remaining uninsured or using private insurance.
  • The Ministry of Aliyah opposes equal benefits for returnees compared to new immigrants.
  • Returnees receive no government support despite facing employment and bureaucratic challenges.

A comprehensive report by the Knesset Research and Information Center highlights Israel's troubling approach toward Israelis living abroad who wish to return. Despite global competition among developed countries to attract skilled professionals, Israel imposes significant bureaucratic and financial obstacles on returning residents, discouraging their reintegration. The report reveals that rather than offering incentives, the state effectively pushes these individuals away.

One of the most alarming findings is a 60% drop in returnees from North America, particularly the United States, between 2020 and 2024. While 3,700 Israelis returned from the US in 2020, only about 1,500 did so in 2024. This decline is attributed to the discontinuation of previous government programs from 2008 and 2010 that had successfully encouraged returns by providing benefits such as tax exemptions and financial reimbursements. These programs were not renewed, signaling a policy shift away from supporting returnees.

The report also exposes a critical failure in healthcare access for returnees. Those returning after extended stays abroad face a waiting period of up to six months before regaining eligibility for national health insurance. To bypass this delay, they must pay a steep fee of approximately 16,860 shekels. Consequently, 94% of returnees avoid paying this amount, remaining uninsured or resorting to cheaper private insurance, which undermines their health security.

Furthermore, the Ministry of Aliyah and Integration opposes equalizing benefits between new immigrants and returning residents. While new immigrants receive comprehensive support including housing assistance, language courses, grants, and academic funding, returnees receive no such aid. The ministry justifies this by claiming returnees already speak Hebrew and understand the system, but the report argues this does not alleviate their challenges with employment, wage gaps, and bureaucratic hurdles.

Overall, the report paints a bleak picture of Israel’s current stance on its diaspora, suggesting that without policy changes and renewed incentives, many Israelis abroad will continue to choose not to return, depriving the country of valuable human capital.
